What does "Fast_Zero_Export_Mode" do?

Hi. Please can anyone advise what "Fast_Zero_Export_Mode" in the System2 settings does. Thanks.

I believe this was introduced to deal the the strict zero export requirement is SA where there is little tolerance to the exporting power.
