Grid charge of batteries

I have a 3.6kW inverter and 2 x 5kW batteries but cannot achieve 100 % battery charge on my 4 hour cheap rate window 0.30 - 04.30 when battery drops below 25%, only getting up to about 90%, which during the current winter months (low solar generation) is not quite sufficient to last all day.

My battery discharge rate is set at 90 amps but the charge rate is at only at 40 amps, according to the 3.6 kW inverter tech specs both these rates have a max of 90 amps. I have also noticed that the grid amps is set to 40.

So to get the batteries to fully charge during the 4 hour cheap rate what should these be set at?

Just to compare, below is the 20th of Nov. Weather not as cold as we have now in December.

A full charge was achieved.

I recon BMS is limiting charge to the battery due to low temperature!!
