Delaying charging from grid after an outage

Our power company is requesting/requiring that all charging of battery's be delayed by upto 60min after power returns after an outage/blackout/loadschedding.
I know I can connfigure what times the inverter uses the grid to charge. Unfortunately the grid outages are random or times change. So it's impossible to predict when the grid is back.
One way to conform to the power companies requirment is to put a delay-on timer before the invert on the grid line. This lets the inverter think there is still no power and therefor it will not charge but will not be able to use the grid to feed the house either.
Normally the batteries would have a reasonable charge but after a long outage especially during the night having the grid available to power the house would help.
It is possible to include a delay time that the inverter will wait before starting to charge?

Whata novel idea. I think I understand why they would want to do this, but I do not know of any inverters that have this capability built in. However some energy companies force you to use management devices that they control and they can do things like control when you can export an import power. in some case they do allow you to opt in or out.
