16kW Grid voltage control?

We have installed a 16kW single phase sunsynk with 2 x Hubble AM10 batteries. However the municipal voltage (in South Africa) is fluctuating extremely. The lowest Voltage i've seen is 199V. Client is worried about his borehole pump and other appliances. Is there any way where we can programme the inverter to regulate and up the voltage coming from the grid to keep it at 230V? (Without them completely being disconnected from the grid). I have looked at out other installations, and the grid output is really terrible from the municipal side.

Thank you. Was hoping there was a simpler solution. We either need to then do a generator integration and disconnect him completely from the grid or alternatively get a voltage stabilizer, which we then connect upstream from the inverter.
